Elder Latroy Fowlkes, a native of Norfolk, Virginia was raised under the pastoral leadership of his father, Superintendent Kenneth Fowlkes, Founder of Kingdom Builders COGIC and developed a love for God in his youth.
He served at his home church, district, and community for over 30 years in many capacities as the Assistant Pastor, Minister of Music, Superintendent of Sunday School, Church Administrator, Men’s Ministry Director, Youth President and a mentor for the at-risk youth. With his extensive educational background, he has been instrumental in conducting effective leadership trainings and professional development that has affected people of various ethnic and economic affiliations.
He earned his Bachelor of Arts degree from the University of Maryland at College Park as well as a Master of Education in Curriculum and Instruction from the University of Notre Dame. His aim and purpose has been to proclaim the gospel, restore families, and minister to the whole man. With over 20 years of experience in the educational field, he proudly received notable awards, stood up a new ministry called, “I Hope Ministries,” and currently serves as the Assistant Principal in the Anne Arundel County Public School System. In December 2022, he was newly appointed as Pastor of Praying Time Ministries COGIC, a premier church under legacy founders Pastors Carl and Cloretta Grice, in Greencastle, Pennsylvania by the Maryland Central Ecclesiastical Jurisdictional Prelate, Bishop Carl Anthony Pierce.
Elder Fowlkes is a true testament of excellence, a man of faith and is dedicated to reaching multi-generational and multi-cultural demographics. He is married to the love of his life, Evangelist Paulette Fowlkes and enjoys his quiet family time with four beloved children: Chakiera, Latroy, Jr., Zoey, and Kenneth.
